"I have seen the video of an LAPD officer punching an arrestee in Watts," said Councilmember Tim McOsker. "What I observed indicates a completely unnecessary strike on someone who was complying with orders, in handcuffs, and under arrest. The video shows a troubling display of force. A full investigation must be conducted immediately and expeditiously to ensure that the officer and department are made accountable."
